What is meant by internal labor regulations? And how binding are they?

Internal labor regulations: These are regulations that encompass all internal provisions of the company, including specific systems and instructions on how work is executed. They also govern the relationship between the employer and the employee by clarifying the rights and obligations of each party. They include violations and the corresponding penalties to be applied in accordance with the provisions of the labor system. Each establishment is required to submit and adopt these regulations through the Qiwa platform.

In the event that the number of workers is (50) workers or more, establishments are obliged to apply through an accredited law firm on the Qiwa platform.

Workers' contracts are documented via the Qiwa platform.

The model labor regulations enable the employer to issue and immediately have their labor regulations approved by the ministry. Companies can make minor modifications to the regulations, such as the number of vacation days, the applicable calendar, and working days.

As for the specialized labor regulations, they are specific regulations for each establishment, where specific provisions and conditions unique to the establishment are added, which are not found in the model regulations. Preparing and reviewing customized regulations requires the involvement of certified law firms, followed by approval from the Ministry of Human Resources and Social Development.

The labor regulations cannot be modified after being approved, but the establishment can cancel the existing regulations and adopt a new set of regulations.

This may result in the imposition of a fine by the Ministry of Human Resources and Social Development.
